President Targets Poor-Performing Nursing Homes
President Clinton announced initiatives to target poor-performing nursing homes that
are supported by the American Association of Homes and Services for the Aging (AAHSA), the
association for not-for-profit, long-term-care and senior-housing providers. He also
announced initiatives to create a registry system for nursing-home employees; improve
nutrition and hydration of residents; reauthorize the nursing-home ombudsman program; and
continue efforts for collecting information on resident care through a national, automated
data-collection system.
Sheldon L. Goldberg, president of AAHSA, testified before the Senate Aging Committee
that improved efforts are necessary to force chronically poor-performing nursing homes out
of the industry. Goldberg said a survey and certification system only eliminates part of
the problem. "We pay far too little attention to new providers coming into the
field," he said. "We only require that they have money. As a result, we
sometimes reward those who provide the worst care because they are often the ones who can
afford to buy more nursing homes."
Goldberg pointed out a possible negative outcome of focusing too much on the survey
process. "I fear that we could create a situation in which the only way surveyors can
show they are doing a good job is by citing a large number of violations. If over-citing
occurs, it would force good homes to expend their resources defending themselves."
AAHSA is also trying to establish a national registry that would allow administrators
to check the history of potential employees nationally instead of just the current ability
of a statewide search. For more information, call (202) 508-9475; Web www.aahsa.org.
